                  市监局：《大型活动可持续性评价指南》国家标准正式发布实施
                  7月8日，国家市场监督管理总局批准发布《大型活动可持续性评价指南》（GB/T 44160-2024）国家标准。该标准着眼于绿色发展，对接联合国可持续发展目标（SDGs），围绕可持续性采购、碳中和、场地利用、生态修复和恢复等方面设置了7大类35项评价指标，重点关注大型活动的绿色低碳水平、对生态环境的保护、资源的合理利用以及社会责任承担。
                  工信部：公开征求《光伏制造行业规范条件及公告管理办法（征求意见稿）》意见
                  7月9日，国家工信部公开征求《光伏制造行业规范条件及公告管理办法》意见。《办法》在环境保护方面提出，企业应依据有关政策及标准开展光伏产品碳足迹核算。鼓励企业通过GB/T 24000环境管理体系认证、GB/T23331能源管理体系认证、ISO 14064温室气体核证、碳足迹认证，开展ESG信息披露工作。
                  生态环境部：以高水平生态环境国际合作支撑构建人类命运共同体

                  马来西亚：准备实施碳定价与碳税
                  近日，马来西亚投资、贸易及工业部副部长刘镇东表示，碳定价、交易和征税是脱碳议程的关键步骤。马来西亚必须在2026年欧盟碳关税开始之前实施碳定价和碳税。

                  7月9日，北京市生态环境局公开向社会征求《北京市碳排放量抵销管理办法》（征求意见稿）意见。《征求意见稿》规定，重点碳排放单位使用碳减排量抵销比例不得高于该单位年度碳排放量的5%，并规定使用京外碳减排量抵销比例不高于2.5%，并鼓励使用河北和天津等京津冀区域碳减排量；可用于抵销的碳减排量包括全国温室气体核证自愿减排量和本市审定的自愿减排量两类；鼓励优先使用本地产生的碳减排量；1吨碳减排量可抵销1吨碳排放量。
                  上海市经信委等部门：印发《关于协同做好“上海产业绿贷”金融服务工作的通知》
                  7月11日，上海市经济和信息化委员会、国家金融监督管理总局上海监管局印发《关于协同做好“上海产业绿贷”金融服务工作的通知》。《通知》支持制造业和金融机构积极转型发展，做大产业绿色金融规模，围绕重点行业绿色化改造、绿色制造、环境治理、绿色低碳产业、清洁能源等重点领域，开展金融产品研究，完善绿色金融产品体系，积极助力实体企业绿色低碳转型发展；支持推动普惠金融、供应链金融与绿色金融创新融合的产品和服务试点与推广应用，做大绿色低碳产业规模；支持绿色供应链金融试点示范，深挖重点产业链企业和项目融资需求，强化对链主企业的融资服务，支持通过应收账款、票据、仓单和订单融资等方式促进上下游企业协同绿色转型发展。

                  7月5日，苏州市工业和信息化局印发《苏州市工业领域重点行业碳达峰实施方案》。《方案》将积极推行绿色制造作为主要任务，在绿色低碳产品开发方面，将对标欧盟排放基准线水平，推动重点企业试点开展产品碳排放对标和碳足迹认证；在绿色工厂建设方面，对绿色工厂实施动态化管理，探索分类开展绿色工厂分级评价，鼓励绿色工厂编制绿色低碳发展年度报告，探索建设近零碳工厂、零碳工厂和碳中和工厂；在绿色低碳供应链构建方面，支持汽车、电子、化工、机械、大型成套装备等行业中影响力大、管理水平高的龙头企业，开展绿色低碳供应链示范企业建设，择优创建一批国家级绿色供应链管理企业。

                  7月12日，广州市人民政府印发《国家碳达峰试点（广州）实施方案》。《方案》提出丰富绿色要素交易产品，强化绿证在用能预算、碳排放预算管理及重点产品碳足迹核算体系中的应用；制定重点产品碳足迹核算规则标准，立足广州市的产业特点，重点开展新能源汽车、动力电池、光伏、电力设备、日用化工等行业的产品碳足迹研究；健全“碳账户+碳信用”体系，探索推动以碳账户为基础、以碳信用为纽带、以碳融资为落点的碳金融服务体系建设。

                  7月6日，青岛市人民政府印发《国家碳达峰试点（青岛）实施方案》。《方案》鼓励有关行业协会、龙头企业、科研院所参与国家行业组织研制的啤酒、家用电器、橡胶轮胎等重点产品碳足迹核算规则标准，采集重点产品碳足迹背景数据，按照省统一要求推进重点产品碳足迹数据库建设。支持相关行业龙头企业依托碳足迹核算，增强重点产品绿色低碳竞争力，提升供应链绿色低碳水平。
                  长治市人民政府：印发《国家碳达峰试点（长治高新技术产业开发区）实施方案》
                  7月10日，长治市人民政府印发《国家碳达峰试点（长治高新技术产业开发区）实施方案》。《方案》将加快能源绿色低碳转型作为主要任务，提出要建设集碳排放监测、碳达峰预测、碳足迹核算、碳资产管理等为一体的数字化技术支撑平台。在政策创新方面，《方案》鼓励企业按照市场化原则自愿开展产品碳标识认证，引导其在产品或包装物、广告等位置标注和使用碳标识，开展碳足迹、碳标签的溯源认证体系，开展重点产品的碳足迹管理。启动重点出口产品零碳评价标准和认证技术规范试点，建成省内首个开展产品碳标签试点园区。
