                  生态环境部：印发《全国碳排放权交易市场覆盖钢铁、水泥、铝冶炼行业工作方案》
                  3月26日，生态环境部发布《全国碳排放权交易市场覆盖钢铁、水泥、铝冶炼行业工作方案》。《方案》关键内容如下：
                  【管控范围】钢铁、水泥行业管控温室气体种类为二氧化碳（CO2），铝冶炼行业管控温室气体种类为二氧化碳、四氟化碳（CF4）和六氟化二碳（C2F6）。相应新增重点排放单位约1500家，覆盖排放量新增加约30亿吨二氧化碳当量。
                  【重点排放单位】年度温室气体排放量达到2.6万吨二氧化碳当量的单位作为重点排放单位，纳入全国碳排放权交易市场管理。
                  【碳配额】2024年度配额基于经核查的实际碳排放量等量分配，2025、2026年度配额采用碳排放强度控制的思路分配。企业所获得的配额数量与产能产出挂钩，合理确定配额盈缺率，行业整体配额盈亏基本平衡。
                  【履约时间】2024年度作为钢铁、水泥、铝冶炼行业首个管控年度，2025年底前完成首次履约工作。
                  生态环境部副部长郭芳：五方面发力培育壮大绿色低碳发展新动能
                  3月24日，生态环境部副部长郭芳在中国发展高层论坛2025年年会“绿色低碳发展与应对气候变化”专题研讨会上，作主题发言时表示，下一步将从“全面推进美丽中国建设、积极应对气候变化挑战、加快绿色低碳科技创新、健全绿色低碳发展机制、加强环境气候国际合作”五方面发力加快经济社会发展全面绿色转型，培育壮大绿色低碳发展新动能。其中，她提出，积极稳妥有序扩大全国碳排放权交易市场覆盖范围，逐步扩展至化工、石化、民航、造纸等行业，探索碳排放配额有偿分配等政策实施路径；实施支持绿色低碳发展的财税、金融、投资、价格政策，加大对绿色低碳发展、应对气候变化等领域的支持力度；加强绿色投资和贸易合作，提高对外投资项目环境可持续性，加大绿色低碳产品进出口力度。
                  工信部等三部门：印发《轻工业数字化转型实施方案》
                  3月27日，工业和信息化部、教育部和市场监管总局三部门共同印发《轻工业数字化转型实施方案》。加快绿色化转型。聚焦皮革、造纸、塑料、电池、陶瓷、日用玻璃等重点行业，推广应用绿色低碳、节能环保工艺和设备，融合应用数字技术加强能耗、水耗、污染物排放和碳排放智能监测和控制，建设一批绿色工厂和绿色园区。加快完善家电、照明等终端产品能效标准，引导企业强化产品绿色设计，增强绿色智能产品研发供给能力。
                  工信部等十部门：印发《铝产业高质量发展实施方案（2025—2027年）》
                  3月28日，工业和信息化部、国家发展改革委、自然资源部、生态环境部等十部门联合印发《铝产业高质量发展实施方案（2025—2027年）》。《方案》提出，加快绿色化发展建设一批绿色矿山、绿色工厂和绿色工业园区，打造一批减污降碳协同标杆企业。加快建设有色金属行业绿色低碳公共服务平台，支持开展绿色铝产品认证。重点研制赤泥综合利用、废铝回收利用、电解铝温室气体排放、低碳工艺技术、铝冶炼及加工绿色低碳产品评价、碳足迹计量和评价、碳排放核算、铝产业绿色供应链等标准。
                  巴拿马：计划推出一条“净零”航道
                  3月24日，巴拿马运河管理局发出公告，为践行到2050年实现净零排放的承诺，巴拿马运河在其《航运公告No. A-07-2025》中宣布推出“净零通行名额”（NetZero Slot），该名额专为低碳排放船舶保留，旨在激励客户加速脱碳进程。  
                  公告提出，自2025年10月5日起，运河将为符合特定低碳排放标准的Neopanamax型船舶每周预留一个通行时段。该通行名额不会通过拍卖提供，而是在1A时段（即通行日期前30天）通过竞争方式分配。第一阶段将适用于配备双燃料发动机并使用碳强度低于75 gCO₂(e)/MJ（从开采到燃烧全过程，即Well-to-Wake, WtW）的燃料的船舶。第二阶段的具体要求预计于2026年公布。
                  欧盟官宣：CSRD推迟两年实施，CSDDD推迟一年生效
                  3月26日，欧盟成员国常驻代表委员会（Coreper）批准了欧盟理事会关于简化企业可持续发展规则的立场，支持欧盟委员会提出的延期方案。该提案属于欧盟2025年2月通过的"综合法案"（Omnibus I），主要内容包括：针对尚未开始报告的大型企业及上市中小企业，将《企业可持续发展报告指令》（CSRD）的适用时间推迟两年；将《企业可持续发展尽职调查指令》（CSDDD）的成员国转换截止期限及首批适用（覆盖最大规模企业）的时间推迟一年。旨在通过推迟相关法规的实施，为企业提供法律确定性，减少行政负担，从而增强欧盟的竞争力。
                  中法发布联合声明：坚定支持《巴黎协定》及其温控目标
                  3月27日，中国和法国在《巴黎协定》达成10周年发表关于气候变化的联合声明。双方在声明中重申加强气候变化国际合作的坚定承诺，维护多边主义，坚定支持《巴黎协定》及其温控目标，即把全球平均气温升幅控制在工业化前水平以上低于2摄氏度之内，并努力将气温升幅限制在工业化前水平以上1.5摄氏度之内。双方强调《巴黎协定》代表了全球绿色低碳转型大方向，推动了几乎全球范围的气候行动。

                  无锡市人民政府：印发《无锡市零碳园区建设三年行动方案（2025—2027年）》
                  3月27日，无锡市人民政府印发《无锡市零碳园区建设三年行动方案（2025—2027年）》。《方案》提出，到2027年底，培育建设的零碳园区内全面建立碳排放监测系统，开展碳排放核查企业占比超过10%，开展碳足迹核算认证企业占比超过10%，规上企业环境信息披露率超过50%。加快打造零碳服务机构。建立健全碳足迹管理体系，帮助企业开展能耗及碳排放监测、碳足迹核算和标识认证等活动。
                  杭州市发改委：公开征求《杭州市推动碳排放双控工作十条（征求意见稿）》意见
                  3月19日，杭州市发展和改革委员会向社会公开征求《杭州市推动碳排放双控工作十条（征求意见稿）》意见。《征求意见稿》提出，制定碳足迹管理体系工作方案，优先开展出口导向型产品碳足迹核算和标准编制，到2025年和2030年，分别力争制定2个左右、20个左右产品碳足迹核算标准，完成一批产品碳标识认证应用，探索建立部分产品碳足迹数据库。推动萧山区纺织产品碳足迹试点建设。加强碳计量能力建设，开展重点行业碳排放计量审查，有序推进全市重点用能单位、重点碳排放单位能耗计量全覆盖。鼓励有条件的开发区（园区）创建国家和省级零碳园区。完善绿色建筑全生命周期管理体系，推动落实新建建筑绿色低碳要求，到2025年底，实现新建建筑中星级绿色建筑100%，高星级绿色建筑占比达65%。
                  苏州园区经发委：开展2025年度苏州市零碳工厂、近零碳工厂（第四批）申报工作
                  3月24日，苏州园区经发委发布《关于开展2025年度苏州市零碳工厂、近零碳工厂（第四批）申报工作的通知》。其中：
                  • 近零碳工厂申报要求申报企业需已获评省级以上绿色工厂，上年度实现范围1（直接温室气体排放）和范围2（外购能源的间接温室气体排放）温室气体至少80%碳抵消，并按照2023年度公布的《苏州市“近零碳”工厂评价指标体系》进行评价。原则上从2025年度市级近零碳工厂培育库中择优推荐。
                  • 零碳工厂申报要求申报企业已获评苏州市近零碳工厂，年度动态管理表中各项关键指标均符合要求，上年度实现范围1（直接温室气体排放）和范围2（外购能源的间接温室气体排放）温室气体碳中和，且满足《苏州市“近零碳”工厂建设管理办法（试行）》第七条相关规定。

                  普华永道：采取气候承诺的企业数量持续增长，83%的企业表示已投入研发低碳产品和服务
                  普华永道（PwC）发布的《2025年脱碳现状报告》显示，可持续发展仍然被视为企业价值的重要来源。尽管企业对气候承诺的讨论减少了，但大多数企业仍专注于应对能源需求增长、保护价值免受风险影响、响应客户需求变化，并优化运营以实现长期增长和韧性。其中：
                  🔹采取气候承诺的企业数量持续增长。2024年，通过碳信息披露项目（CDP）报告的企业已超过4,000家，较过去五年增长了九倍。

                  🔹 37%的企业正在提高减排目标，而仅有16%的企业缩减了可持续发展力度。
                  🔹由于供应链合作的加强，越来越多的小型企业也开始做出气候承诺。作出承诺企业的平均营收从2020年的36亿美元下降至2024年的13亿美元。
                  🔹83%的企业表示已投入研发低碳产品和服务，并且这一投入带来了可观的回报——具备可持续发展特性的产品，其收入增长可达6%至25%以上，相较于未强调可持续性的产品更具市场竞争力。
