          市场监管总局等部门：公布产品碳足迹标识认证试点名单
          2024年12月31日，国家市场监管总局、生态环境部、国家发展改革委、工业和信息化部四部门联合发布《产品碳足迹标识认证试点名单》，并要求各试点所在地省级市场监管部门会同同级生态环境、发展改革、工业和信息化部门，要依据试点工作方案精心组织开展试点工作，持续完善工作机制和配套政策，及时总结试点工作的有效做法和典型案例，推动试点工作取得实效，为产品碳足迹标识认证在全国范围推广应用积累经验。
          国家发改委等部门：印发《关于促进数据产业高质量发展的指导意见》
          2024年12月30日，国家发展改革委、国家数据局、教育部等六部门联合印发《关于促进数据产业高质量发展的指导意见》。《意见》指出，将推动应用创新和产业融合，支持企业围绕工业制造、现代农业、商贸流通、金融服务、绿色低碳等行业领域，打造一批“数据要素×”典型场景，促进实体经济和数字经济深度融合，服务产业转型升级。
          国家发改委副主任赵辰昕：加快建立一批零碳园区，支持绿色低碳产业进一步健康发展
          2025年1月3日，国务院新闻办公室举行“中国经济高质量发展成效”系列新闻发布会。在记者问答环节，国家发展改革委副主任赵辰昕表示，2025年是习近平总书记提出“绿水青山就是金山银山”理念20周年，也是作出“双碳”重大宣示5周年。国家发展改革委将会同有关方面，以“双碳”工作为引领，继续协同推进降碳、减污、扩绿、增长，加紧经济社会发展全面绿色转型。其中，将统筹谋划“十五五”碳达峰行动，研究综合评价考核办法，推进国家碳达峰试点建设，加快建立一批零碳园区；同时，也将进一步健全财税、金融、投资、价格等政策和标准体系，支持绿色低碳产业进一步健康发展。

          2024年12月31日，中央财办分管日常工作的副主任、中央农办主任韩文秀在《人民日报》发表题为《推动经济持续回升向好》的署名文章，提出2025年要抓好九项重点任务。其中就包括加紧经济社会发展全面绿色转型，推动全国碳市场建设，建立产品碳足迹管理体系、碳标识认证制度。持续深入推进蓝天、碧水、净土保卫战，协同推进降碳减污扩绿增长。

          2024年12月30日，北京市财政局印发《财政支持做好碳达峰碳中和工作的意见》。《意见》提出完善绿色低碳交易市场体系，健全碳排放信息披露、碳排放报告和第三方核查制度。充分发挥本市政府投资基金的引导作用，对于鼓励各行业、各区开展低碳试点示范创建，支持先进技术低碳试点、低碳领跑者试点、气候友好型区域试点、气候投融资试点示范工作，对发挥示范引领作用的行业试点和地区给予资金支持。鼓励符合条件的绿色低碳发展、生态碳汇等项目申报专项债券，鼓励金融机构丰富各类绿色金融产品与服务，规范发展碳金融产品。
          山东省生态环境厅：印发《关于开展碳足迹试点的通知》正式文件
          2024年12月26日，山东省生态环境厅印发《关于开展碳足迹试点的通知》正式文件。《通知》将针对青岛、烟台、聊城开展碳足迹管理体系试点建设。试点将结合山东省重点出口行业和优势产业，开展产品碳足迹核算。在碳足迹标识认证试点方面，将结合山东省重点行业绿色低碳发展和外贸出口需求，推进碳足迹标识认证体系建设，引导产业链头部企业开展认证，带动产业链上下游加强碳足迹管理。 
          上海市浦东新区发改委：鼓励开展碳足迹核算、认证、管理等业务
          2024年12月31日，上海市浦东新区发展改革委印发《浦东新区专业服务业提升行动方案》。《方案》提出将实施“绿色化”转型行动，加快专业服务重点领域绿色转型；积极培育绿色低碳服务机构，引进培育一批绿色低碳专业服务机构，鼓励开展碳足迹核算、评价、认证、管理、咨询等业务；鼓励各类专业服务机构拓展绿色低碳、环境社会责任和公司治理(ESG)等业务，着力提升ESG国际服务能力。
          上海市杨浦区：加快布局和培育绿色低碳新赛道产业发展
          2025年1月3日，上海市杨浦区人民政府办公室发布《美丽杨浦建设三年行动计划（2024-2026年）》。《计划》提出，将探索推动工业企业碳管理试点，持续推进大创谷低碳实践区、低碳社区试点建设，开展杨浦滨江中北段城市更新近零碳先行区建设前期研究；加快布局和培育绿色低碳新赛道产业发展，推动新型储能、氢能、再制造产业高质量发展，培育一批绿色低碳优质企业。推进绿色制造示范建设，积极创建“四绿”企业，引导形成1条绿色供应链示范。
          浙江省三门县：将对获得产品碳足迹认证企业给予资金奖励
          2024年12月27日，浙江省三门县人民政府印发《三门县关于推进制造业高质量发展的若干措施》，其中提出了将对通过产品碳足迹、双碳服务认证的企业，每项认证分别一次性给予3万元奖励；对获得首张“丽水山耕”认证证书的企业（组织），给予奖励3万元。
          江苏省常州市：将完善城乡建设领域碳达峰政策，支持绿色金融试点
          2024年12月31日，常州市住房和城乡建设局、常州市城市管理局印发《常州市城乡建设领域碳达峰实施方案》。《方案》提出将完善本地区城乡建设领域碳达峰相关支持政策，逐步完善本地区碳达峰标准体系，明确碳排放核算方法；做好财政、金融统筹支持，配套支持城乡建设领域绿色低碳发展相关重大项目和重点工作；支持有利于碳达峰、碳中和的投融资政策，支持绿色金融试点，创造良好营商环境，吸引社会资本有序投入。
