                  生态环境部：“国家温室气体排放因子数据库”（第一版）正式上线
                  1月10日，生态环境部与国家统计局联合牵头建设的“国家温室气体排放因子数据库”第一版现已正式上线运行。该数据库作为我国碳排放统计核算体系的重要组成部分，将为社会各界提供温室气体排放因子基础数据支持，推动碳排放统计核算工作，助力国家碳达峰碳中和目标。
                  国家认监委：公布产品碳足迹标识认证试点参与机构遴选结果
                  1月7日，国家认监委秘书处公布产品碳足迹标识认证试点参与机构遴选结果，其中包含中国质量认证中心、万泰认证、华测认证等26家产品碳足迹标识认证试点参与认证机构名单及试点产品范围。国家认监委提出，各试点参与认证机构应严格依据国家认监委有关要求和技术文件，在各自试点产品范围内，按照统一部署科学有序开展产品碳足迹标识认证试点工作。
                  国家发改委等三部门：印发《国家数据基础设施建设指引》
                  1月6日，国家发展改革委、国家数据局、工业和信息化部三部门联合印发《国家数据基础设施建设指引》。这是国内关于国家数据基础设施建设的首个文件。《指引》将建设行业数据应用体系作为一项重点方向，提出加强场景牵引，建设面向工业制造、现代农业、数字金融、智慧医疗、智慧交通、跨境物流、航运贸易、卫生健康、绿色低碳、气象服务、数字文化等重点行业领域的数据应用体系，发挥企业主体作用，促进行业数据应用创新。培育基于数据要素的新产品和新服务，促进数据多场景应用、跨主体复用，实现知识扩散、价值倍增。同时《指引》也指出，要推进算力与绿色电力融合，探索绿电直供新模式，有序开展绿电、绿证交易。
                  中国首个气候变化双年透明度报告（BTR）公布
                  近日，联合国气候变化框架公约（UNFCCC）公布中国提交的《中华人民共和国气候变化 第一次双年透明度报告》。报告全面遵循《巴黎协定》强化透明度框架模式、程序和指南（MPGs）及通用报表的最新要求，全面报告了中国为实现《公约》及其《巴黎协定》目标采取的行动和取得的进展，内容包括国家温室气体清单、国家自主贡献进展、气候变化影响和适应、需要和收到的支持、香港特别行政区应对气候变化基本信息、澳门特别行政区应对气候变化基本信息等六个篇章。（后台回复“透明度报告”或“BTR”企可获取报告全文）
                  中国人民银行：将有序推进碳减排支持工具扩围试点
                  1月8日，中国人民银行、生态环境部联合召开绿色金融服务美丽中国建设工作推进会。会上，中国人民银行党委委员、副行长朱鹤新指出，当前我国进入加快绿色化、低碳化的高质量发展阶段，对绿色金融发展提出了更高要求。金融和相关行业管理部门要持续健全标准体系，加快制定统一的绿色金融支持目录和统计制度，明确绿色金融的重点方向。人民银行信贷市场司司长彭立峰表示，人民银行将延续实施碳减排支持工具到2027年，有序推进碳减排支持工具扩围试点，及时评估试点效果，合理确定支持范围并推广到全国。强化评估结果运用，切实提升支持美丽中国建设的金融服务质效。

                  1月8日，国家金融监督管理总局上海监管局印发《关于加强上海金融业绿色金融组织体系建设工作的通知》。《通知》鼓励各金融机构应在依法合规、风险可控的前提下，开展绿色金融体制机制创新，积极推进“1+N+X”绿色金融组织体系建设。其中，“1”是指设立绿色金融专职部门。“N”是指培育若干专业化绿色金融分支机构。“X”是指创建一批绿色低碳网点。
                  上海市黄浦区：结合黄浦老字号品牌开展快消品碳足迹认证和碳效评价试点
                  1月6日，上海市黄浦区人民政府办公室印发《》。《行动计划》提出，加快产业绿色低碳转型，推进商业领域、消费品领域制定产品碳足迹企业、团体或地方标准，结合黄浦老字号品牌开展快消品碳足迹认证和碳效评价试点。持续推动辖区内综合性区域、居民区、建筑楼宇、企事业单位开展碳达峰碳中和试点示范创建。
                  江苏省人民政府：到2027年，完成300个碳标识认证应用
                  1月7日，江苏省人民政府印发《江苏省加快生产性服务业高质量发展行动方案（2025－2027年）》。《行动方案》提出，加强碳排放管理和碳足迹核算标准计量体系建设，鼓励建设碳排放服务平台，提供碳资产交易、碳足迹认证等服务。加快全省碳足迹公共服务平台建设，推动重点产品碳足迹的国际衔接互认。推动企业开展低碳设计、实施低碳采购、开发低碳工艺、做好低碳回收。到2027年，完成300个碳标识认证应用，打造50家左右（近）零碳工厂和园区。

                  1月7日，苏州工业园区管理委员会印发《苏州工业园区工业企业绿色低碳发展2025年行动计划》。《行动计划》提出，构建“培育企业-3A级绿色工厂-省级绿色工厂-国家级绿色制造体系企业-零碳工厂”发展梯队；鼓励企业建设近零碳工厂、零碳工厂，争做绿色发展责任意识强、节能降碳技术应用先进、能源管理水平领先的领跑者；着力推动能耗双控逐步向碳排放双控转变，促进绿色能源消费，协助企业对接绿电绿证资源；加强碳管理能力培训，试点产品碳足迹和碳标签管理；持续完善园区碳普惠激励体系，通过市场化方式助力企业节能降碳。
