承办的绿色贸易沙龙活动中，丹麦工业联合会可持续发展总监Heidi Berg为大家带来主题为“欧盟绿色法规发展趋势及其对工业的影响”的精彩演讲。随着CSRD、CBAM、ESPR、PPWR等可持续法规不断加码，Heidi从企业层级到产品层级，深度解读欧盟绿色法规要求，并分享了“玩具精灵”LEGO和“航运大佬”DSV的低碳转型标杆案例，为工业企业带来绿色转型应对策略。

                        关于丹麦工业联合会DI
                        丹麦工业联合会（Danish Industry, DI）代表丹麦工业界的利益，负责参与政府的立法和产业政策的修改等工作。DI目前有约2万个会员企业，如丹佛斯、格林福斯、威乐克斯、微软、嘉士伯，以及最近在上海新建了一座乐园的乐高。
                        中国是丹麦最主要、最大的主要进口贸易伙伴，DI认为中国是一个潜在的巨大市场，所以任何涉及可持续发展和碳中和有关的事情，中国尤为重要。

                        PART.1 欧洲绿色法规带来的巨大挑战
                        以欧洲绿色协议（EU Green Deal）为核心，欧盟制定了一系列绿色法规，如《企业可持续发展报告指令》CSRD、《碳边境调节机制》CBAM、《绿色声明指令》GCD、《可持续生态设计法规》ESPR、《包装及包装废弃物法规》PPWR等。 
                        CSRD是针对企业层级的法规，大型欧洲公司必须按照规定的频率和标准进行可持续发展报告/ESG报告（例如碳排放数据）的披露，且需要符合第三方审计要求。需要注意的是，欧洲公司的责任不仅限于自身，而是延伸至供应链，上游供应商的环境影响现状也会影响到该公司。
                        还有许多绿色法规与企业规模无关，而是与产品是否在欧洲市场销售有关。所以，如果你是一家向欧洲出口的中国企业，即使你的欧洲客户是不需要遵循CSRD进行ESG报告的小型企业，也仍然需要产品层级的信息。
                        CBAM
                        中国企业向欧盟出口钢铁和铝等产品时，欧盟的进口商需要向海关报告产品的碳排放情况，并根据生产过程中的碳排放量和欧盟本地水平对比计算碳关税。而这一部分额外成本，很有可能被直接转嫁至中国供应商。
                        绿色声明指令
                        产品上等），如果声称产品零碳、可回收、可降解等，就必须要能够证明其真实性，即拥有认证证书等证明文件。如果一家公司这样声称而并非如此或无法证明的话，就将面临非常高额的罚款。
                        目前已经有很多违反这一规定的公司缴纳了巨额罚款。Heidi给到中国供应商的建议是：将约束变成优势。如果你能证明产品是低碳的，并且拥有适当的证明文件，就能转化为优势，因为这样你的欧洲客户就可以将其作为绿色产品来推广。
                        ESPR
                        ESPR特别关注可回收性、耐用性、低碳性等。这项法规主要是由公共采购所推动的，如果你在欧洲建造一家医院或者一个学校，无论是窗户、钢材，还是室内装修等其他材料，碳足迹将成为必须了解的数据。
                        所以，如果你想向欧洲的任何公共政府机构销售产品，需要提供碳足迹的情况将越来越多。数字产品护照（DPP）是欧盟绿色法规所要求的新型能承载各项可持续的信息的工具，也将越来越多地被应用在各类产品中。
                        PPWR
                        该法规要求包装必须符合制造、成分、可重复使用、可回收性等要求，例如，2025年塑料包装的整体回收率需达到50%，2030年这一比例将进一步提升至55%。
                        以上这些法规对中国供应商都有影响，只有对驱动因素和潜在机会越了解，企业的表现才会越好，并且越有可能获得欧洲市场的准入和认可。
                        PART.2 Omnibus Proposal综合法案是否表明欧洲在绿色退步？
                        有人可能会问：Omnibus综合法案的提出是否意味着欧盟对这些可持续议题不那么重视了？
                        Heidi表示，当然不是。从DI的角度来看，最初发布的法规过于庞大和复杂、成本过高。比如CBAM最初的规定覆盖面太广，对许多微小型企业带来的负担过大，随后发布的CBAM豁免条例不仅简化了行政程序，减轻了SMEs和进口商的合规负担，同时依然保持了对钢铁、铝等覆盖行业99%排放量的监管。
                        这些法规的调整，并不是欧盟不再执行或者认为可持续不重要了，而是为了让它更实用，特别是能支持中小型企业的发展。
                        因此，如果有人说欧洲在气候退步，事实并非如此，而是转为更讲求法规的实用性。
                        另一个非常重要的点是，许多企业已经设定了碳目标，比如SBT，并且投入大量资源去实施。这些公司并没有放弃这些目标，金融领域的投资者也要求企业在可持续方面表现良好。即使是法规修订后，有一些公司不被强制报告这些内容了，他们仍然在践行可持续发展，因为他们信奉可持续发展理念，从董事会到员工，包括客户都达成了共识。
                        所以，大环境并没有松懈。
                        PART.3 案例分享：“玩具精灵”LEGO和“航运大佬”DSV
                        Heidi还以“玩具精灵”LEGO和“航运大佬”DSV为低碳转型标杆案例，为工业企业带来绿色转型应对策略借鉴。
                        LEGO投入研发，开发了多种包装部件的纸质替代品，通过“以纸代塑”优化包装降低碳排放，同时也满足了ESPR、PPWR等法规要求。在这个过程中，LEGO作为链主企业，也带动了材料供应商、包装机械制造商等产业链环节企业的低碳转型。
                        DSV是一家大型丹麦物流公司，通过改变在中国的运输路线，成功显著降低了整个运输链的碳足迹，同时也满足了客户提出的环保要求。
                        PART.4 美国政府气候停摆，是否意味着美国市场不再关注可持续？
                        虽然美国现任政府并不关心气候议题，但由ECOVADIS发布的对大型美国公司的管理高层的调研表明，有48%的企业表示，他们的可持续投资理念保持不变。
                        所以，在美国，即使不是政府推动，许多公司仍然坚持绿色环保。很多公司已经看到了可持续发展的好处，并且没有偏离这条道路。
                        因此，如果中国供应商向欧洲、美国出口，可持续表现依然重要。
