3月21日，国家发改委办公厅公布第二批国家碳达峰试点名单，确定第二批27个国家碳达峰试点。此前，已发布张家口市等25个城市、长治高新技术产业开发区等10个园区为首批碳达峰试点城市和园区。
国家认监委：正式发布《产品碳足迹标识认证通用实施规则（试行）》
3月20日，国家认监委正式发布《产品碳足迹标识认证通用实施规则（试行）》和中国产品碳足迹标识，这是我国首个系统性产品碳标识认证制度文件。本次发布的《通用实施规则》是开展产品碳足迹标识认证活动的重要技术文件，该文件明确了认证的适用范围、认证模式、认证流程、标识样式及管理要求等关键内容，对于规范开展产品碳足迹标识认证活动具有重要的指导作用。
发改委等部门：强化绿证在重点产品碳足迹核算和产品碳标识中的应用
3月18日，国家发展改革委、国家能源局、工业和信息化部、商务部、国家数据局五部门印发《关于促进可再生能源绿色电力证书市场高质量发展的意见》。《意见》提出，推动绿证与其他机制有效衔接，加强绿证与碳排放核算衔接，强化绿证在重点产品碳足迹核算和产品碳标识中的应用；加快绿证标准体系建设，推动绿证与重点行业企业碳排放核算和重点产品碳足迹核算标准有效衔接；完善金融财政相关支持政策，加大绿色金融对企业、产品和活动等开展绿色电力消费的支持力度，强化绿色信贷支持；将绿色电力消费要求纳入绿色产品评价标准，研究制定政府采购支持绿色产品政策。

3月17日，国家能源局发布《中国可再生能源绿色电力证书百问百答（2025年版）》。《百问百答》旨在为向全社会更好普及绿证绿电基础知识，宣贯行业相关政策，满足用户绿证绿电需求，切实保障用户合法权益。

3月18日，工业和信息化部办公厅印发了《工业企业和园区数字化能碳管理中心建设指南》，《指南》旨在指导工业企业和园区建设数字化能碳管理中心，推进数字技术赋能绿色低碳转型，提升工业节能降碳水平。《指南》指出，数字化能碳管理中心是支撑工业企业和园区提升能耗双控和碳排放双控管理水平的信息系统和基础工具，通过采用人工智能、工业互联网和物联网、智能传感等信息通信技术，开发能耗和碳排放数据采集、监测、核算、分析、预测、预警、决策支持等功能，支撑开展产品碳足迹、项目碳评价和企业碳管理。

3月16日，中共中央办公厅、国务院办公厅印发《提振消费专项行动方案》。《方案》提出，支持地方加力扩围实施消费品以旧换新，推动汽车、家电、家装等大宗耐用消费品绿色化、智能化升级，支持换购合格安全的电动自行车，实施手机、平板、智能手表（手环）3类数码产品购新补贴。

3月17日，上海市人民政府办公厅印发《上海市促进服务业创新发展若干措施》。《若干措施》提出，围绕数字经济、绿色低碳等领域，发布应用场景指南，对标杆场景项目按照规定给予奖励。鼓励国有企业场景开放，定期发布应用场景和需求清单。完善服务消费标准，鼓励围绕数字消费、绿色消费等制定团体、企业标准。支持专业服务机构“伴随出海”，服务本土企业出海经营。
浙江省发改委：新增培育“双碳”认证企业100家、启动省级零碳园区建设
3月19日，浙江省发改委发布《浙江省2025年碳达峰碳中和工作要点》。《工作要点》指出，制定重点产品碳足迹核算评价标准10个左右，省产品碳足迹服务平台归集产品碳足迹数据300个以上，推动产品碳足迹数据库国际互认。新增培育“双碳”认证企业100家，完成产品碳标识认证应用10个。高质量推进杭州、湖州首批国家碳达峰试点城市建设，积极争创建设新一批国家碳达峰试点城市（园区）；落实国家零碳园区建设方案，推动地方争创国家级零碳园区；制定出台省零碳园区建设技术指南，启动省级零碳园区建设。
北京市通州区经信委：将提供资金支持企业建设绿色工厂、零碳工厂、开展“碳中和企业”认证
3月14日，北京市通州区经济和信息化委员会公开向社会征求《关于促进北京城市副中心绿色低碳产业发展的实施细则》的意见。《实施细则》提出，对成功购买100万度及以上绿色电力的工业企业给予支持，按交易电量每度电支持0.01元，单个工业企业每年度最高支持100万元；对通过权威机构获得“碳中和企业”认证的企业，给予最高支持50万元；对获得国家级认定的制造业企业，单个荣誉最高支持100万元。若该企业在认定后持续提升发展，实现晋级认定，给予晋级差额支持。鼓励制造业企业积极开展碳足迹认证，准确核算产品在整个生命周期内的碳排放情况，提升制造业企业碳排放管理水平。对首次开展碳足迹认证且认证产品覆盖企业主要业务领域的制造业企业，给予最高支持15万元。

3月18日，深圳市发展和改革委员会印发《深圳市推动环境社会治理（ESG）体系建设 助力打造可持续发展先锋城市工作方案（2025—2027年）》。《工作方案》指出，支持第三方检测机构加快拓展外贸产品全生命周期碳足迹、碳标签评价服务。探索将ESG因素纳入对外采购、招标等评估体系，构建产业融通的绿色供应链、合规供应链。鼓励新能源汽车、智能终端、电化学储能、网络通信等重点出海领域企业加强ESG治理，增强资本市场认可，提高融资能力和出海竞争力。推动本地企业在“一带一路”沿线国家投资项目中积极践行ESG理念，打造高效成熟的出海服务体系。研究将企业ESG评级情况纳入绿色低碳产业企业和项目、近零碳排放区试点等评审考量因素。支持各区依法依规对重点产业园区ESG试点、企业ESG能力建设、项目绿色投融资等给予财政支持。
