          近期，全国13个城市和园区陆续密集出台碳达峰试点方案，全国低碳绿色转型的进程持续推进。
          碳达峰试点工作向纵深推进，截至7月10日，已有张家口市、唐山市、承德市、盐城市、杭州市、湖州市、湘潭市、克拉玛依市、青岛市、苏州工业园区、南京江宁经济技术开发区、肇庆高新技术产业开发区、长治高新技术产业开发区正式出台了碳达峰试点实施方案。
          01.全国碳达峰试点工作向纵深推进，进展如何？
          2023年底，国家发展改革委发布首批碳达峰试点名单，确定了张家口、深圳、杭州、长沙等25个城市和内蒙古赤峰高新技术产业开发区、广东肇庆高新技术产业开发区等10个园区，将在这15个省区开展试点。
          在全球气候行动的大背景下，中国国家发展改革委公布首批碳达峰试点名单，不仅展现了国家层面对碳达峰目标的坚定承诺，也为各地区探索具有地方特色的、多元的低碳发展路径提供了机遇。
          张家口市、杭州市、湖州市、克拉玛依市、苏州工业园区、南京江宁经济技术开发区、肇庆高新技术产业开发区等13个城市和园区碳达峰试点实施方案的陆续紧密出台，标志着各地区致力于以更高质量推进节能降碳工作，拓展节能降碳攻坚领域，拓宽绿色低碳经济发展路径，助力试点区域加快形成节约资源和保护环境的产业结构和生产方式，也为其他地区推进能源结构优化调整、促进产业节能降碳等碳达峰工作提供了有益借鉴。
          按照国家碳达峰碳中和工作总体部署，未来在全国范围内将有100个具有典型代表性的城市和园区开展碳达峰试点建设，聚焦破解绿色低碳发展面临的瓶颈制约，探索不同资源禀赋和发展基础的城市和园区碳达峰路径，为全国提供可操作、可复制、可推广的经验做法，助力实现碳达峰碳中和目标。
          02.因地制宜——碳达峰试点试出多元绿色转型路径
          首批碳达峰试点覆盖了多类型的城市和园区，既有杭州、广州等省会城市，也有青岛、烟台等沿海城市，还包括工业城市、旅游城市等各具特色的代表城市。
          张家口市碳达峰试点实施方案以重点行业产业为锚点，依托张家口市的优良气候条件及绿电资源禀赋，大力发展新能源装备制造业和绿色低碳循环农牧业，推动大数据产业绿色发展和汽车产业高端化转型升级。作为冬奥之城，依托现有“一城三区”冰雪产业优势，加快发展绿色现代冰雪产业也是张家口市推进碳达峰的创新举措之一。

          杭州市碳达峰试点实施方案提出“双碳”数智赋能行动，探索形成产业轻量型城市碳达峰实现路径，以实施“双碳”智治架构体系、城乡建设低碳转型、能源低碳转型、制造业绿色低碳发展等攻坚行动为主要任务。值得注意的是，杭州市方案十分注重「科技创新」，将重点打造“双碳”技术研发策源地、打造“双碳”科研平台集聚地、打造“双碳”成果转化首选地、打造夯实“双碳”科技人才根基。
          湖州市碳达峰试点实施方案立足资源禀赋条件一般、产业结构需加快转型的城市现状，以建立“碳核算＋碳预算”管控机制、深化推进“碳效＋碳评价”控制机制、试点推进重点产品碳足迹管理机制、持续推进“绿色金融＋转型金融”改革等方面的政策创新为手段，形成碳达峰“湖州模式”。值得一提的是，湖州市方案不仅将任务细化至区县，还在安吉等林业碳汇、德清等湿地碳汇，以及低碳茶园碳汇等方面有重点任务部署。
          各城市和园区因地制宜制定碳达峰目标和任务，探索多元化的绿色低碳转型路径。
          03.数字化“工具箱”助力有序推进节能降碳  
          习近平总书记在青海考察时强调，“有序推进重点领域节能降碳”。碳达峰试点稳步推进，点面结合，正是有序推进重点领域节能降碳的重要体现。试点城市和园区率先实现碳达峰，将有利于推动全国产业结构优化升级。
          同时，有序推进节能降碳，也是数字化、智能化与双碳管理的有序结合。
          从各地区推出的碳达峰试点方案可以看到，多省市正致力于打造碳达峰数字化管理平台，建设集碳排放监测、碳达峰预测、碳足迹核算和认证、碳标识认证等为一体的数字化技术平台，形成一整套的数字化“工具箱”。
          数字化技术在碳管理领域的应用，为节能降碳提供了新的解决方案。通过精准的数据监测、分析和管理，数字化碳管理平台能够帮助企业和园区更高效地实现碳排放的监测与管控。
          碳达峰试点城市和园区在技术创新与服务方面的探索，为绿色低碳发展提供了强大动力。通过优化能源结构、发展低碳交通等措施，这些地区正逐步构建起绿色低碳的生活方式和生产模式，也为其他地区提供了可借鉴的经验。
