                  01 CBAM实施背景及时间线
                  CBAM（Carbon Border Adjustment Mechanism，碳边境调节机制）俗称“碳关税”，是欧盟2023年10月正式施行的一项新政策，欧盟将针对部分进口商品的碳排放征收税费。
                  CBAM的实施意味着我国生产商未来将CBAM商品销售至欧盟市场时，需为产品的碳排放按照CBAM规则付费。
                  CBAM实施时间线
                  2023年5月17日CBAM法案生效；2023年10月1日正式进入过渡期，覆盖行业包括水泥、铝、化肥、钢铁、氢和电力；2026年1月1日起，正式进入实施期；2035年1月1日起，CBAM进入正式实施阶段，随着欧盟免费碳配额的取消，企业需全额缴纳对应的碳排放费用。
                  CBAM税费与欧盟和中国两地碳价差额、欧盟免费碳配额以及出口产品的碳排放量有关，而目前欧盟碳价（2023年均价为83欧/吨[1]）远高于我国碳价（2023年均价为68元/吨[2]），即使企业在我国已缴纳相应碳排放量的费用，仍需缴纳因两地碳价差异引起的高额碳税。
                  值得注意的是，在我国和欧盟碳价差异现实存在的情况下，碳排放量的精准计算和报告成为企业应对CBAM的最有效措施。
                  02 全国首个数据公开的按真实值填报CBAM预核查案例
                  钢铁行业作为能源消耗密集型行业，是CBAM覆盖的六大行业之一。2023年欧盟进口的涉CBAM产品中，钢铁产品占比58.4%[3]，且中国是欧盟最大的钢铁产品进口国。因此，CBAM税费正式征收后将对我国钢铁行业出口产生明显影响。

                  过渡期将于2025年底结束，随着企业逐步适应，CBAM接受的报告方法也趋于严格。如上文图中所示，从2024年Q3开始，企业不可100%采用缺省值（default values）填报，复杂商品最多可使用20%的估算值。因此，企业需收集真实值（actual data）进行填报。
                  为了尽可能获得精准的CBAM数据，从而避免数据不合规或因采用不合适估算值导致需要缴纳额外碳税的情况，填报公司需向上游、上游的上游，乃至更远端的上游收集更细节的真实数据。需要触达的层级越远，填报企业对供应链上游供应商企业的控制越弱，收集数据的难度就越高。
