欧盟纺织品消费对环境和气候变化的影响排在食品、住房和交通之后的第四位，纺织品是其重点关注对象，通过制定《循环经济行动计划》、《可持续和循环纺织品战略》、《可持续产品生态设计》、《纺织品标签法规》等相关政策法规来赋能消费者以及约束生产和销售商以降低纺织品对环境气候的影响。这些法规对我国纺织品在欧洲市场的出口销售活动颇具影响，我国出口企业应提前做出哪些布局确保产品顺利出海？
欧盟纺织品低碳转型法规盘点
欧盟是全球应对气候变化政策体系最完善的国家和地区之一。2019年，欧盟公布《欧洲绿色协议》，旨在使欧盟成为第一个气候中和大陆。2020年，欧盟发布新的《循环经济行动计划》，这是绿色协议的主要基石之一，欧盟将实施行动计划中列出的一揽子行动，《可持续和循环纺织品战略》便是行动之一。

2021年，欧盟把“2030年碳排放减少到1990年水平的55%，2050年前实现碳中和”的目标正式纳入法规《欧洲气候法案》，并制定了“Fit for 55”一揽子计划，旨在将绿色协议的气候目标转化为法律，包含一系列立法提案和对现有立法的修正。
整体来说，欧盟为向循环经济转型、实现绿色低碳发展制定了以《欧洲绿色协议》为主线的政策体系，将总体任务拆分，以《循环经济行动计划》等计划为基石，从纺织品、包装、塑料、食品、建筑等不同领域细化法案，逐步实现各行业领域低碳法案全覆盖。

《循环经济行动计划》旨在全面减少产品在生命周期内对环境产生的负面影响，规定了不符合可持续定义的纺织品将无法在欧洲销售，要求在欧销售的产品披露碳足迹等环境信息。
《可持续和循环纺织品战略》

《可持续和循环纺织品战略》着眼于纺织产品的整个生命周期，旨在打造一个更环保、更具竞争力、更能抵御全球冲击的纺织行业。要求纺织品具备产品数字护照，并提供充分的可持续信息，如碳足迹等环境足迹。
《可持续产品生态设计》

《》（ESPR）规定了产品必须遵守生态设计要求才能进入欧盟市场流通或投入使用，其目的是提高产品的环境可持续性，并减少产品在其生命周期内的总体碳足迹和环境足迹。此外，ESPR还就产品数字护照、绿色公共采购和禁止销毁未售出的消费品等方面做出了具体要求。ESPR是一项框架性立法，将逐步对具体的产品做出规定，2025年欧盟将发布第一个工作计划，纺织品是优先考虑的产品类别。

《》旨在通过使消费者做出明智的购买决定来促进更可持续的消费，它还针对误导消费者偏离可持续消费选择的不公平商业行为。指令禁止了4项误导性商业行为（自我标榜的民间标签、无真凭实据的标签、夸大的声明、仅基于碳抵消的碳中和声明），强调真正的碳中和应该是在价值链内实现的碳中和，立法的最终目的是为了推进全球企业进行供应链碳减排。
《废弃物框架指令》

《废弃物框架指令》是欧盟范围内的废弃物管理法律框架，要求成员国在2025年1月1日前建立纺织品分类收集系统。2023年7月5日，欧盟委员会环境总局发布《废弃物框架指令》修正案的建议，其中，对纺织品的管理是修订的要点之一，提出在所有欧盟成员国为纺织品引入强制性和统一的生产者责任延伸（EPR）计划。
《纺织品标签法规》
《纺织品标签法规》要求纺织品在市场上销售时必须贴上标签或标记。2023年，委员会启动了更新和修订《纺织品标签法规》的计划，将特别注重与环境相关的信息，计划于2025年第三季度提出的该法规修订提案。
《企业可持续发展报告指令》
《企业可持续发展报告指令》明确管控范围内企业应当披露“缓解气候变化”相关信息，包括范围1、范围2和范围3温室气体排放（如适用）。

中国出口纺织企业应作何准备？
对于出口欧盟的中国生产商而言，比如向欧出口纱线和面料的上游供应商，或者在中国进行成衣生产的制造商，将产品销往欧洲市场时，均将面临“绿色门槛”。

企业如何顺利迈过“绿色门槛”并占据市场先机？管理碳排放、设置碳目标、优化碳绩效是非常关键的降碳“三部曲”，同时，企业需要重点关注三个层级的碳排放：产品碳、组织碳、供应链碳。

管理碳排放
“算碳”是管理碳排放的第一步，也是最基础和重要的一步。企业需要在专业机构的帮助下，盘清企业组织层级的碳排放（如工厂生产、门店运营）、核算产品碳足迹，从而了解生产运营层面和所售产品的碳排放来源，识别出减排热点（如碳排放量大、易改进的工艺和环节），并据此科学制定减排目标、实施减排措施。针对产业链中下游企业和链主企业，还需重点关注供应链碳排放来源（大部分企业的范围三碳排放占总排放的3/4以上）。
