                  国务院：加快制定修订动力电池绿色设计、产品碳足迹核算等相关标准
                  2月21日，国务院总理李强主持召开国务院常务会议。会议指出，当前我国新能源汽车动力电池已进入规模化退役阶段，全面提升动力电池回收利用能力水平尤为重要。要强化全链条管理，着力打通堵点卡点，构建规范、安全、高效的回收利用体系，运用数字化技术加强动力电池全生命周期流向监测，实现生产、销售、拆解、利用全程可追溯。要用法治化手段规范回收利用，制定完善相关行政法规，加强监督管理。要加快制定修订动力电池绿色设计、产品碳足迹核算等相关标准，以标准引领带动回收利用。
                  财政部：发布《中华人民共和国绿色主权债券框架》
                  2月20日，财政部发布《中华人民共和国绿色主权债券框架》，《框架》是财政部作为国际绿色债券发行人的基石文件。财政部将以此《框架》为基础在境外发行中国绿色主权债券，旨在彰显中国支持可持续绿色发展的决心，丰富国际金融市场高质量绿色债券品种，带动更多中资发行体发行绿色债券，进一步吸引各类投资者参与绿色金融市场。
                  工信部等部门：加快建设新型储能产品溯源管理体系和碳足迹认证体系
                  2月17日，工业和信息化部、国家发展改革委、教育部等八部门印发《新型储能制造业高质量发展行动方案》。《方案》提出，支持新型储能上下游企业优化用能结构，提升能源资源 利用效率，在制造端扩大可再生能源使用比例。研究制定全产业链能耗计量、碳排放核算评价规范，研究建立储能电池 “护照”制度，加快建设新型储能产品溯源管理体系和碳足迹认证体系，推动与国际规则互通互认。

                  2月17日，市场监管总局、国家发展改革委、工业和信息化部等五部门印发《优化消费环境三年行动方案（2025—2027年）》。《行动方案》提出，因地制宜推进首发经济，推动消费地标建设，聚焦数字消费、绿色消费、健康消费等打造新型消费场景。完善新能源汽车充换电服务体系，支持新能源汽车消费场景拓展延。

                  近日，北京市发展改革委印发了《北京市加快建设国际绿色经济标杆城市2025年工作要点》，围绕五个标杆引领工程和强化工作统筹协调推进共六个方面，提出二十余项任务措施。其中，《工作要点》提出加快发展新型绿色专业服务业，包括，推动ESG综合服务平台建设；支持全国温室气体自愿减排（CCER)交易市场建设；研究建设碳足迹管理平台，开展产品和服务碳标识认证试点；支持北京经济技术开发区绿电碳汇联合服务工作站建设。
                  山东省人民政府：按照国家部署协同推进碳排放权交易市场建设，开展重点产品碳足迹试点
                  2月17日，山东省人民政府办公厅印发《山东省深入落实区域协调发展战略深度对接京津冀和长三角行动方案（2025-2027年）》。《行动方案》提出构建降碳减排协作机制。加强区域间碳排放数据质量管理合作交流，按照国家部署协同推进碳排放权交易市场建设，开展重点产品碳足迹试点，探索建立产品碳足迹因子共建互享机制。联合开发适用性高的碳普惠领域方法学和减排量核算标准，推动互通互认。搭建碳减排量核算、登记、交易、管理等功能联通的碳普惠平台，建立高效的跨省碳减排量交易和消纳机制。
                  江苏省人民政府：培育壮大绿色低碳服务业，探索实行培育绿电交易、碳足迹认证等服务
                  2月15日，江苏省人民政府印发《江苏省加快经济社会发展全面绿色转型若干政策举措》。《若干措施》提出，培育壮大绿色低碳服务业，探索实行培育绿电交易、碳资产管理、碳足迹认证等服务；支持打造一批有全国影响力的绿色服务业集聚区，培大育强绿色低碳服务业龙头企业；鼓励金融机构设置绿色金融专业部门或特色分支机构；推动高水平、国际化碳专业服务机构聚集，逐步完善产品碳标识认证工作体系和长效工作机制，加快建设产品碳足迹公共服务平台和重点行业碳足迹背景数据库，到2030年，完成500个以上碳标识认证应用。
                  苏州工业园区管委会：对获评绿色制造、（近）零碳类荣誉称号的企业给予资金奖励
                  2月17日，苏州工业园区管理委员会、中国（江苏）自由贸易试验区苏州片区管理委员会联合发布《苏州工业园区关于培优育强的实施细则》。《实施细则》提出，支持企业申报各级绿色制造、（近）零碳类荣誉称号。对获评国家级、省级、市级绿色制造荣誉称号的，分别给予最高100万元、50万元、20万元奖励。对获评国家级、省级、市级（近）零碳类荣誉称号的，分别给予最高100万元、80万元、50万元的奖励。同一企业获评相同类型不同级别荣誉称号的给予差额部分奖励。

                  2月17日，常州市发展和改革委员会印发《常州市发展和改革委员会2025年工作要点》。其中提到，制定《关于加快经济社会发展全面绿色转型的若干措施》，开展碳预算管理试点，争创国家碳达峰试点城市；深化产品碳足迹管理，利用双碳公共服务平台为动力电池、光伏等“新三样”出口产品企业提供碳核算服务；深入推进落实绿电“三进”工作（绿电进江苏、绿电进园区、绿电进企业），加强绿电交易研究，鼓励企业开展绿电消费；稳步推进5个省级碳达峰碳中和试点建设，新启动5个以上市级近零碳园区建设，积极争创国家、省级（近）零碳园区。

                  2月17日，宜家（IKEA）母公司英格卡（Ingka）集团发布了其净零转型计划，该计划明确了实现气候目标的具体行动和前进方向，旨在以2016财年为基准，到2030财年，将价值链的绝对温室气体排放量减少至少50%，并在2050财年实现净零排放。新的气候转型计划提出了一个涵盖价值链各个方面的脱碳路线图，该路线图基于对包括门店运营、建筑材料、流动性和投资等排放类别的深入分析。对于每个排放类别，计划提出了主要的排放来源、脱碳杠杆、案例研究、外部依赖和已识别的行动。

                  2月17日，玛氏公司宣布与全球最大的乳制品供应商之一Fonterra合作推出一项为期五年的新项目（Farmer Forward Program）。该项目计划为大约2,000名农民提供以可持续发展为重点的工具和技术的资金，帮助奶农能够采用气候智能型农业实践，以减少农场排放。该项目预计能帮助玛氏公司在2030年前实现相较2015年基准年减少50%的温室气体排放目标。
