                    央行等四部门：鼓励金融机构基于碳足迹信息丰富金融产品和服务
                    10月12日，中国人民银行、生态环境部、金融监管总局、中国证监会等四部门印发《关于发挥绿色金融作用 服务美丽中国建设的意见》，从加大重点领域支持力度、提升绿色金融专业服务能力、丰富绿色金融产品和服务、强化实施保障四个方面提出19项重点举措。其中，提出了鼓励金融机构基于碳足迹信息丰富金融产品和服务；完善配套基础制度，推动建立统一的绿色金融标准体系，健全碳核算标准和方法等内容。
                    工信部：印发《智能制造典型场景参考指引（2024年版）》
                    9月29日，工业和信息化部印发《智能制造典型场景参考指引（2024年版）》，《参考指引》凝练总结了15个环节的40个智能制造典型场景，作为智能工厂梯度培育、智能制造系统解决方案“揭榜挂帅”等工作的参考指引。在碳资产全生命周期管理方面：面向碳排放数据采集、碳足迹追踪和碳资产核算等业务活动，针对碳排放计量难、碳足迹追踪效率低等问题，建立数字化碳管理系统，应用碳排放精细化检测、碳排放指标自动核算等技术，实现产品全生命周期碳排放追踪、分析、核算和交易，降低单位产值碳排放量；在可持续制造方面：面向节能减排、循环经济、绿色消费等需求，以数智技术支撑企业以对环境和社会负责的方式开展产品全生命周期、生产制造全过程和供应链全环节各业务活动，实现生态效益、资源效率、生产效率和社会责任等多方面综合平衡。

                    10月8日，上海市国有资产监督管理委员会印发了《关于推进市属国企支持南北转型发展的实施方案》，《方案》提出到2027年，市属国企要聚焦三个重点，优化三个布局，完善三项机制，推进“三个一批”，进一步加大对南北转型发展的支持力度。其中，《方案》将聚焦绿色低碳作为三大重点之一，要求深入践行“双碳”战略，鼓励化工、农业等领域重点企业，将南北地区作为绿色低碳供应链建设的重要节点，助力传统产业转型升级。支持宝山区打造绿色低碳供应链核心功能区，支持金山区打造绿色低碳园区、ESG创新实践基地。
                    黄浦区发改委等部门：正式印发全国首个区级重点用能和排放单位节能降碳管理办法
                    10月12日，黄浦区发展和改革委员会、黄浦区商务委员会等十一部门印发《》，这是全国首个关于推进能耗双控向碳排放双控转变的管理办法。《办法》将绿电、绿证交易对应电量及其他措施产生的减碳量等纳入重点用能和排放单位节能降碳目标责任评价考核指标核算，予以扣除。同时，《办法》鼓励重点用能和排放单位开展绿色低碳供应链管理和绿色采购，优先采购资源再生利用产品和碳足迹较低的产品，带动上下游企业加强碳足迹管理，推动供应链整体绿色低碳转型；鼓励重点用能和排放单位开展碳足迹核算和产品碳标识认证相关工作。
                    广东省人民政府：印发《加快培育发展未来产业行动方案》
                    9月30日，广东省人民政府印发《关于加快培育发展未来产业的行动方案》提出实施七大工程，打造全球未来产业发展高地。其中，《方案》就围绕“大模型+虚拟数字人”“数字空间+智慧城市”“智能无人系统+低空经济”“新型储能+绿色低碳”等经济社会高质量发展需求，加快形成具有商业价值的示范产品和可复制推广的标杆解决方案，吸引社会资本参与，推动未来产业加快规模化发展。
                    浙江人大常委会：将完善产品碳足迹管理体系
                    9月27日，浙江省人民代表大会常务委员会通过了《浙江省绿色低碳转型促进条例》。该条例共包括七章，52项条款。其中提出完善产品碳足迹管理体系，制定重点产品碳足迹核算方法和标准，探索建立产品碳足迹背景数据库，拓展产品碳标识应用场景；鼓励和支持企业通过节能降碳、非化石能源消费、供应链合作减排等方式，减少能源资源消耗和碳足迹。
                    四川省工信部：将加大对市（州）绿色低碳优势产业用能的资金支持
                    10月10日，四川省工信部印发《落实省政府〈关于推动经济持续回升向好的若干政策措施〉工业领域有关政策的工作细则》印发实施绿色低碳制造业企业用能激励。《细则》提出，将在2024年10月1日至2025年3月31日期间，鼓励市（州）加大绿色低碳优势产业用能支持，对符合条件的市（州），省级财政按照市（州）实际支出资金的35%给予支持，单个最高不超过3000万元。
                    江阴市发改委：将以资金补助支持江阴企业参与绿电绿证交易
                    10月8日，江阴市发改委发布关于征求《江阴市绿电绿证工作推进方案》意见的公告。《方案》支持江阴企业参与绿电绿证交易，对符合条件的江阴企业绿电消费，按照不超过其绿电交易中绿电环境价值费用的50%予以补助，单个企业年度补助资金最高30万元、奖励资助不超过3年。
