商务部：加强第三方碳服务机构与外贸企业的对接，提升碳足迹认证等碳服务的质量和效率
1月15日，国务院新闻办召开“中国经济高质量发展成效”系列新闻发布会，在答记者问环节，商务部对外贸易司负责人孟岳表示，2025年外贸新动能加速释放，绿色化、数字化步伐不断加快。下一步，商务部将按照中央经济工作会议的要求，积极发展绿色贸易，拓展相关产品和服务进出口，推动外贸全过程绿色低碳发展；抓紧出台发展绿色贸易的专项政策；加强第三方碳服务机构与外贸企业的对接，提升碳足迹认证等碳服务的质量和效率。

国务院：转发生态环境部《关于建设美丽中国先行区的实施意见》
1月12日，国务院办公厅转发生态环境部《关于建设美丽中国先行区的实施意见》。《意见》分别在区域、省域、城乡等层级，提出绿色低碳发展意见。其中，《意见》在区域方面突出京津冀、长三角、粤港澳大湾区三大区域，协同推进长江、黄河流域高水平保护。针对长三角区域，《意见》指出要培育发展绿色生产力，壮大绿色产业集群；粤港澳大湾区，大力推动绿色金融改革、绿色低碳技术创新和产业发展，探索建立大湾区产品碳足迹与低碳产品认证制度。在政策支持方面，《意见》提出，在长江、黄河流域等地区探索建立支持生态环境治理与绿色低碳产业一体推进的投融资机制，丰富绿色金融、转型金融产品和服务。

1月17日，在中国证监会统筹指导下，上海证券交易所正式发布《上海证券交易所上市公司自律监管指南第4号——可持续发展报告编制》和《上海证券交易所科创板上市公司自律监管指南第13号——可持续发展报告编制》（以下统称《指南》）。《指南》的发布旨在帮助上市公司更好地理解适用此前发布的《上海证券交易所上市公司自律监管指引第14号——可持续发展报告（试行）》，持续提升可持续发展（ESG）信息披露质量。此次首批推出了《第一号 总体要求与披露框架》和《第二号 应对气候变化》两个具体指南附件，着眼于帮助上市公司建立健全可持续发展治理架构和管理流程。

无锡市发改委：公开征求 《无锡市（近）零碳园区建设三年行动方案（2025-2027年）（征求意见稿）》意见
1月17日，无锡市发展改革委向社会征求《无锡市（近）零碳园区建设三年行动方案（2025-2027年）（征求意见稿）》意见。该《征求意见稿》提出，将推动园区内企业开展碳监测、碳减排、碳资产、碳信用、碳普惠、碳金融服务和环境信息披露等工作。到2027年末，培育建设的（近）零碳园区内全面建立碳排放监测系统，开展碳排放核查企业占比超过10%，开展碳足迹核算认证企业占比超过10%。加快打造零碳服务机构，建立健全碳足迹管理体系，帮助企业开展能耗及碳排放监测、碳足迹核算和标识认证等活动。

1月15日，常州市司法局公开征求《常州市优化营商环境条例（草案）（征求意见稿）》意见。该《征求意见稿》包括八章节内容，其中第四章-数字赋能与绿色发展中提出，支持服务企业参与绿电绿证交易，提升绿电消费，助力用能企业绿色转型发展；建设产品碳足迹数据库，推行产品碳标识认证，拓宽碳足迹应用场景，形成具有常州特色的产品碳足迹制度、数据、应用与保障体系。
